Sub.  Managing of computers and imparting Computer Education Programme (CEP to students – reg.

Sir/Madam,

I am to draw your kind attention on the subject cited above in which it has been informed to the NVS Hqrs. that the CEP has not been dealt properly in the Vidyalayas.  The Vidyalayas have been supplied computer curriculum books from Class VI-X.  The time table has also been framed in such a way that every class will get one period for computer lab.  Inspite of having clear instructions, the Vidyalayas are not able to impart proper computer education programme and not adhering to the completion of syllabus from Class VI-X.

During the visits of the Officers and complaints received from the students, it has been found that many of the students are not getting an opportunity to go to the Computer Lab and experience of learning through computer.  This is a grave concern since the Samiti expects that every child need to learn computer and its application right from Class VI onwards.  The reasons given by the Principal is that the computers are not working and there is no power as well as no internet.  It has been clarified from time to time at various discussions that the generators can be used for computer lab such that it will be made functional and will be made available to students.  The budget has been sanctioned for AMC for maintenance of computers with a view that every computer will be in working condition.  The statistics of the information reveals that in most of the Vidyalayas, 50% of the computers are not working due to various problems viz monitor, mother board, power failure, UPS problem and so on.

The NVS Hqrs. has supplied 45 computers to the Vidyalayas which have reached Class XII stage.  For some Vidyalayas, it has been 40 computers and the Vidyalayas which have reached Class X 30 computers, and Vidyalayas which have reached Class VIII, 20 computers have been supplied.

A surprise visit to the senior Vidyalaya which has Class XII, reveals that only 15 computers out of 45 are functional.  The students who have reached Class IX have not visited the computer lab.  The Commissioner has taken a very serious view on this issue since the equipments which have been supplied, have not been used properly and accountability lies on the Vidyalaya.

The Vidyalayas been directed that they have to make arrangements to see that all the computers which are under the possession of the Vidyalaya, need to be made functional and see that the FCSA will take the classes regularly from Class VI-IX as per the time table.  The completion of the computer syllabus is very important which need to be monitored by the Principal.

The Samiti made efforts to train teachers of the JNVs – both teaching and non teaching staff for usage of computers and its application.  During the visits of the Officers, it has been found that only few teachers are able to present one or two lessons through computer and most of the teachers failed to learn computer and its application and subsequently academic instruction through computer.  This is a very serious lapse on the part of the teacher who is unable to teach through computer which is a part of the academic instruction as on date.  The Principal need to monitor and see that 30% of the lessons to be taught through computer for which the record should be maintained.  This aspect also can be referred in their ACRs.  The Commissioner desires to take note  of the  stock of the computers and its accessories and its function in each and every Vidyalaya.  In view of this, you are requested to fill up the following proforma about the computers and equipments supplied to all the Vidyalayas and forward the same to your concerned RO duly filled in.  The ROs will further consolidate the same and will submit a report to Mr. S.K. Garg, Asstt. Commissioner(Acad), NVS Hqrs for further scrutiny and verification. 

All efforts to be made by the Vidyalaya to see that all non working computers to be made functional.  The performance of computer subject (elective) at Class XI & XII stage is not improving and the average is  below 65%.  The elective computer subject is difficult which needs to be planned properly right from the beginning and a suitable qualified teacher to be appointed on contract immediately.

The Samiti is also proposing the collaboration with Google websearch to impart Science and Mathematics virtual classroom during this year under Smart Classroom project.

The Intel, Microsoft, Oracle and Azeem Premji Foundation are actively collaborating with the Samiti for different projects where the Vidyalayas will get an opportunity for learning as well a developing e-content and e-learning.  The Vidyalayas are requested that an immediate action to be taken and the required proforma to be filled up and sent on the email ID of Mr. S.K. Garg i.e. skgarg_nvs@rediffmail.com, through concerned regional office. 

It is also proposed that every Vidyalaya must have its own website and all achievements of the Vidyalaya must be recorded and updated.  Likewise, e-content developed by the teachers should be made available on the website.  It is needless to emphasize that optimum utilization of the computers should be taken care of under the guidance of available computer teacher.
