Sub:   Counselling for request transfer of teaching staff.

Sir/Madam,

          It has been decided to effect both the inter-regional and intra-regional transfers of teaching staff viz PGTs, TGTs and Misc. Category Teachers (except IIIrd Language Teachers) working in all the ROs at a single venue through the process of counselling.

          The present letter is to convey the guidelines/procedure regarding the manner in which these counselling sessions will be organized.

1.      SCHEDULE OF COUNSELLING SESSIONS

A.      Following teachers will report for counselling on Saturday 22.4.2006 at JNV Mukhla, P.O. Thadlaskein, Distt. Jaintia Hills, Meghalaya-793151 (Tel No. 03652-212371) for deciding their place of posting in Shillong Region.

a)    Teachers who have voluntarily opted for posting in JNVs in Shillong Region (list circulated vide order No.2-43/2005-NVS(Estt.) dated 13.3.2006. (Annexure–I).

b)    Teachers who are proposed for transfer to JNVs under RO Shillong in order to adjust Category-I teachers moving out of Shillong Region. List enclosed at Annexure – II. 

c)     All those teachers who are presently working in JNVs under RO Shillong and seek intra regional transfer within RO Shillong.

B.       All other teachers who are not satisfied with their present posting and seek inter or intra regional transfer will attend the counselling at JNV Ratibad, Distt. Bhopal (MP) as per following schedule:

2.                GENERAL POLICY OF TRANSFERS

          The Samiti does not transfer any teacher except under administrative exigencies.  There is no fixed tenure of stay at a particular place (except mandatory tenure of three years in North East Region and other hard and difficult stations identified by the Samiti). 

          Executive Committee of the Samiti in its meeting held on 8^th December, 2005 approved the mandatory posting of teachers from out side N.E. Region to N.E. Region in order to accommodate Category-I employees at their choice places out side N.E. Region on completion of their tenure in N.E. Region.  The guidelines of the Executive Committee have already been circulated vide Samiti’s letter No. 12-22/2005-NVS(Estt.) dated 14.01.2006.  As per these guidelines, teachers who are more than 50 years of age as on 30^th June, 2006 are exempted for mandatory posting to N.E. Region.

          It is further made clear that no teacher will be transferred to his/her home district.

3.      POLICY OF COUNSELLING

           The teaching staff participating in the counselling sessions would be divided into four groups with eligibility as under:-

          Group – I

Teachers presently working in JNVs in Shillong Region who were transferred to JNVs under Shillong Region as Category-I employees in 2003 and proposed to be moved out of N.E. Region as per Annexure-II.

          Group – II

Teachers presently working in JNVs in Shillong Region and other hard and difficult stations identified by the Samiti and who have completed three years of stay at these places as on 30^th June, 2006. (list of hard and difficult stations is enclosed at Annexure-III).

          Group – III

Those who are seeking inter regional request transfers i.e. transfer to any JNV outside the Region in which they are presently posted and who have completed three years of stay in present region as on 30^th June, 2006.

          Group –IV

Those who are seeking intra-regional request transfers i.e. transfer to any JNV within the same Region and who have completed three years of stay at present JNV as on 30^th June, 2006.

Following will be the preference categories within each group.

a)                 Those retiring on or before 31^st March 2008 (irrespective of their length of stay in the present JNV)–Preference Category– I.

b)                Those seeking transfer to the Vidyalaya where his/her spouse is working (irrespective of their length of stay in the present JNV) – Preference Category –II.

c)               Those completing three years of stay in the present JNV as on 30^th June, 2006– Preference Category-III.

          Counselling of teachers for transfers would be done in the same order as mentioned above.

IMPORTANT NOTES  

1.                 A list of teachers presently working in JNVs in Shillong Region who were transferred to JNVs under Shillong Region as Category-I employees in 2003 is enclosed at Annexure-II.  An attempt has been made to post them as per their choice places/state against available vacancies.  If vacancy is not available even at choice state, senior most teachers posted in that state has been proposed for shifting to Shillong region in order to accommodate the Category-I teachers to their choice state.

2.                 Shifting of teachers to accommodate Category – I teachers moving out of Shillong Region has been done as per following criteria already circulated vide No. 12-22/2005-NVS(Estt.) dated 14.01.2006.

i)                   Category – I employees will be accommodated against existing vacancies in the state opted for.

ii)                  The employees who can not be accommodated against existing vacancies will displace the senior most teacher (in the respective category) of the state opted for.

iii)                Seniority of the employees displaced will be based on the length of continuous service (including as TGT & PGT) in the concerned state.  The senior most employees on this basis will be displaced.

iv)               Such displaced teachers will be posted to Shillong Region or other hard and difficult stations.

v)                Employees more than 50 years of age as on 1^st July of the concerned year will be exempted from displacement.

3.                 Category-I teachers may go through the proposed posting indicated in Annexure-II.  These postings have been proposed as per their choice places.  If they are satisfied with their proposed posting, they are not required to attend counselling at JNV Ratibad and transfer orders will be issued accordingly.  If they are not satisfied with their proposed posting, they may participate in the counselling at JNV Ratibad in order to get posting at their choice places. 

4.                 As mentioned above, teachers will not be posted in their home district.  If any teacher is proposed for posting at his/her home district, he/she should attend counselling at JNV Ratibad and get the place changed.  If at a later stage it is found that a teacher got posting at his/her home district, his transfer orders shall stand cancelled automatically and he will be liable for disciplinary proceedings and other consequences.

5.                All those teachers who are proposed to be posted out to Shillong Region in order to adjust Category-I teachers should attend the counselling to be held at JNV Mukhla, Distt. Jaintia Hills, Meghalaya on 22^nd April, 2006 in order to finalise their posting under RO Shillong.  There is no excuse from such mandatory posting in N.E. Region and concerned Principal should relieve these teachers on 15^th April, 2006 positively so that they should attend the counselling at RO Shillong.  Names of these teachers have been indicated at Annexure-II (Column – Displacement Vice).  In case spouse of such teachers is working in JNVs in the same state, they are allowed to get their spouse posted in JNVs under RO Shillong so that they can stay together.  Such request may be submitted at the time of counselling.  These teachers are further directed to attend counselling with their baggage because after counselling they will go to join at their new place of posting in N.E. Region.  All such teachers are eligible for transfer benefits to join in N.E. Region as per rules.

6.                 No applications for request transfers are being invited.  Teachers desirous of request transfer should straightway attend the counselling session.  They should, however, bring their applications duly countersigned by the Principal of the Vidyalaya on the proforma available at Annexure-IV.

4.      Vacancy Position

          The list of vacancies available as on date is given at Annexure-V.  It may please be noted that the vacancies will keep on changing during the process of  counseling  since each transfer request acceded to will result in creation of a resultant vacancy (to be vacated by the teacher whose request has been acceded to).

5.      Counseling Methodology

a.                 All teachers will report for counselling and assemble at the venue by 9 AM as per schedule given in Para 1 above.

b.                 All the teachers will be briefed by the Commissioner/Joint Commissioner/Deputy Commissioner about the procedure for transfer through counselling.  Doubts, if any, will also be cleared.

c.                  After briefing the teachers will be divided subject-wise and available vacancies offered for counseling as per the group and preference categories indicated above i.e. Group I, Preference Category – I will be the first to be offered the vacancy and so on.

7.      LOGISTICS

          Deputy Commissioners should ensure proper publicity of these counseling sessions.  Deputy Commissioner of the concerned Regional Office will make all necessary logistics arrangements like boarding and lodging, computers, Steno-Typists, supporting staff etc.   Provision be also kept for a FAX Machine, STD telephone etc.  Adequate number of Assistant Commissioners and Principals should also be deputed for these sessions.

          The vacancy position of various categories of posts has been compiled on the basis of information furnished by the Regional Offices.  All Regional Offices are, however, advised to re-confirm the vacancy position in Annexure-V and in case there is any discrepancy that may be brought to the notice of the undersigned latest by 10.04.2006, failing which it will be presumed that the vacancy position as indicated in the circular is correct.

OFFICE ORDER

        Following persons are hereby transferred to Regional Office, Shillong under Category – I for tenure of three years from the date of their joining.  They shall report for their duty at JNV Mukhla, P.O. Thadlaskein, Distt. Jaintia Hills, Meghalaya-793151 on 22.4.2006. Further, posting to JNVs of their choice from within the available vacancies shall be made at JNV Mukhla, P.O. Thadlaskein, Distt. Jaintia Hills, Meghalaya-793151 (Tel No. 03652-212371) through counselling on 22.4.2006 at 9.00 a.m.

          Choice stations indicated by them for posting upon completion of the mandatory tenure in Shillong region have been mentioned against their names.

          The above employees are entitled for transfer benefits as per the rules of the Samiti.
